Ambrose Joseph Finnegan was yet living in 1942 when he filed his WWII Draft Registration Card from Scranton, Pennsylvania.  And to Joseph Biden's autobiographical book (see sources below), his grandfather Finnegan was living when Joe was "12 or 13" (so this would be 1953/5).
