She was born in or near Los Angeles County, California to Gladys Pearl Monroe.  Who her father was is not clear.  Gladys had been married to Martin Edward Mortensen and that is the father listed on Norma's birth certificate, but Martin and Gladys had been seperated for too much time prior to Norma's birth.

Very little is known about him.  He was born about 1897 in California and he was still living in the 1930 census.  He married Gladys Pearl Monroe Oct 1924 and they divorced six months later in Mar 1925.

Gladys was born 27 May 1902 in Diaz, Mexico, daughter of Otis Elmer Monroe and his wife Della Mae Hogan.  Gladys married May 1917 to Jasper Newton "Bap" Baker.  They had two children: Robert Kermit "Jack" Baker in 1918 who died at age 14 and Berniece Inez Gladys Baker in 1919.  Both children were born in Los Angeles County, California.  Berniece would later marry Mr Miracle and their daughter Mona has writen a book about Marilyn Monroe.  Jasper and Gladys filed for divorce 20 Jul 1921 in California and it was granted in 1923.  Jasper married again and moved back to Kentucky where he had been from, taking the two children.  Gladys married in Oct 1924 to Martin Edward Mortensen and they divorced six months later in Mar 1925.  Gladys latter married a Mr Eley and Gladys Eley was her name at death, Mar 1984 in Gainesville, Alachua County, Florida.
