In 1957, Eisenhower appointed "...Rear Adm Wellington Hines, Navy missile expert to be a member of the National Advisory Committee for Aeronautics...."  In March 1964 he was the acting Commanding Officer of what had been the Bureau of Aeronautics (Navy) but was at that time called the Bureau of Naval Weapons.
