In Part 2, when Dorothy is up inside the cyclone, she sees Miss Gulch riding her bicycle, who then turns into a witch on a broomstick.  When the house lands, it lands on the witch, and the Munchkins sing about how "the witch to satisfy an itch when riding on her broomstick thumbing for a hitch", so the house landed on her.  So the witch who was killed by the house was Miss Gulch/Witch of the East, and it's her sister that is the Witch of the West.
